The Reality of Escambrón

While the Normandie project is presented as the restoration of the historic hotel it is not actually limited to the existing building. It represents a substantial intervention in a coastal area of high ecological, historical and cultural value.

This project seeks to extend the hotel’s footprint on public land in Parque del Tercer Milenio (Escambrón). The Municipality of San Juan and its mayor, Miguel Romero, in the contract with The Normandie, OZ, LLC, will lease this property from the hotel for 30 years (subject to extension).

This in effect constitutes the irreversible privatization of a space that belongs to the people of Puerto Rico.

We do NOT oppose the rehabilitation of the Normandie Hotel.

We DO oppose the expansion plans for the hotel on public land of the Third Millennium Park
in Escambrón.


Project Scope
  • 547 parking spaces on the site of the historic Sixto Escobar Stadium
  • Pedestrian path next to the hotel will become a vehicular access road
  • 3 upper floors added to the hotel to build 21 luxury apartments
  • Two-story private event pavilion or beach club, behind the hotel, for guests, residents and visitors, subject to availability and fee¹
  • Infinity pool and extensive deck that will border the beach on the first floor of the Pavilion
  • Extension of the beach shore with sand fill
  • Reconstruction and relocation of the wastewater pump structure of Old San Juan (Aqueduct Authority AAA)
Community Impact

This project will have an exorbitant cost to our people, favoring only the interests of the hotel and the privatization of public land.

  • The hotel will take control of 1/3 of the balneario causing segregation of public space and privatization of our coast.
  • The Municipality of San Juan will assume the costs of design and construction of the Events Pavilion with the parking, and the maintenance costs of the common green areas. 2.3
  • The new structures will invade the maritime-terrestrial separation strip of 20 meters that must be dedicated exclusively to public use and in an area classified as “evacuation”. 4
  • It will change the recreational park to one for residential and private commercial use, arbitrarily modifying the zoning of the area without public view and without an Environmental Impact Statement. 5
  • The sense of historical and sporting heritage contained in the gate, the stands, and the Sixto Escobar Sports Museum will be lost, by replacing the indoor athletic track with one-story parking structure.
  • Car emissions, noise, litter and light pollution will increase in the fragile and vulnerable coastal area.
  • The increase in vehicles at the entrance of the San Juan islet will generate more traffic in the already congested area.
There will be an irreversible impact on public land, air, sea, and biodiversity, a debt to current and future generations.


Community and Escambrón Unido Demands

Escambrón Unido raises the following complaints:

  1. That the MSJ's contract with Normandie, OZ, LLC annuls all new construction on land in the public domain, such as green areas, rescue areas, and land maritime separation strip, which limit contemplation, connection with nature, healthy exercise and passive recreation.
  2. That the “Land Use Mitigation Plan 2021” be respected, prepared by planners for the Municipality with funds from FEMA, where the Escambrón area is established as an evacuation zone, prone to floods, surges, and tsunamis. The construction of another waterproof surface would exacerbate existing flood problems.
  3. That the DRNA fulfill its duty to protect the coastline and consider the reality of climate change and sea level rise, as experts warn.
  4. That the objections presented by the Office of Building Historical Heritage (OPHE) of the ICP to the parking project be respected and complied with. Following a thorough and consensus review of all its conservationists, it was concluded that: “The historical heritage composed of the portico, the stands and the Library Museum of the Pavilion of Fame for the Puerto Rican Sports of the Sixto Escobar cannot be separated from the open space that occupies the track, since it gives meaning to the historical complex.”²
  5. The deputy director of the ICP, Mr. Freddie Velez, retracts his opinion in favor of the parking lot construction project, as he ignored the evaluation of OPHE experts.³
  6. That the people be accountable for the 1.9 million allocated by FEMA since October 2020 for the rehabilitation of Sixto Escobar Park, the ball park, and other improvements, and that the MSJ publicly share its plans for these lands.
  7. We ask the mayor of San Juan to account for the municipality's spending on the design and construction of the new buildings and to be informed about the public spending that the AAA will incur, with the transfer and reconstruction of the used water pump.
  8. We demand that the OGPe hold public hearings on land of such high public interest.

La Realidad Sobre el Escambrón

Si bien el Proyecto Normandie se presenta como la restauración del hotel histórico en realidad no se limita al edificio existente. Representa una intervención sustancial en una zona costera de alto valor ecológico, histórico, y cultural.

Este proyecto busca extender la huella del hotel sobre terrenos públicos del Parque del Tercer Milenio (Escambrón). El Municipio de San Juan y su alcalde, Miguel Romero, en contrato con The Normandie, OZ, LLC, alquila esta propiedad al hotel por 30 años (sujetos a extensión).

En efecto, este constituye la privatización irreversible de un espacio que le pertenece al pueblo de Puerto Rico.

NO nos oponemos a la rehabilitación del Hotel Normandie.
Nos oponemos a los planes de expansión del hotel en terrenos públicos del Parque del Tercer Milenio
en Escambrón.

Alcance de Proyecto

El Proyecto incluye nuevas construcciones en la costa:

  • Estacionamiento de 547 espacios en el lugar del histórico Estadio Sixto Escobar
  • La vía peatonal junto al hotel se convertirá en una de acceso vehicular
  • Se añaden 3 pisos superiores al hotel para construir 21 apartamentos de lujo
  • Pabellón de Eventos o club de playa privado de dos pisos, detrás del hotel, para huéspedes, residentes y visitantes, sujeto a disponibilidad y a tarifa¹
  • Piscina "infinity" y extenso deck que bordeará la playa en el primer piso del Pabellón
  • Extensión de la orilla de playa con relleno de arena
  • Reconstrucción y relocalización de la estructura de bomba de aguas residuales del Viejo San Juan (Autoridad de Acueductos Alcantarillados)


Impacto de la Comunidad

Este proyecto tendrá un costo exorbitante para nuestro pueblo, favoreciendo únicamente los intereses del hotel y la privatización de terrenos públicos.

  • El hotel tomará el control de 1/3 del balneario generando la segregación del espacio público y privatización de nuestra costa.
  • El Municipio de San Juan asumirá gastos de diseño y construcción del Pabellón de Eventos, el parking, y los costos de mantenimiento de las áreas verdes comunes. 2,3 
  • Las nuevas estructuras invadirán la franja de separación marítimo-terrestre de 20 metros que deben ser dedicados exclusivamente a uso público y en una zona clasificada “de desalojo". 4
  • Cambiará el parque recreativo a uno de uso residencial y privado comercial, modificando arbitrariamente la zonificación del área sin vistas al público y sin una Declaración de Impacto Ambiental. 5
  • Se perderá del patrimonio histórico y deportivo que contienen el pórtico, las gradas y el Museo del deporte del Sixto Escobar, al sustituir la pista atlética interior por un estacionamiento de un piso. 
  • Aumentarán las emisiones de automóviles, el ruido, la basura y la contaminación lumínica en la frágil y vulnerable zona costera.
  • El aumento de vehículos a la entrada de la isleta de San Juan generará mayor tráfico en la zona ya congestionada.
Habrá un impacto irreversible en la tierra pública, el aire, el mar, y la biodiversidad, una deuda con las generaciones actuales y futuras.


Comunidad y Escambrón Unido Demandas

Escambrón Unido levanta los siguientes reclamos:

  • Que se anule del contrato del MSJ con Normandie, OZ, LLC toda nueva construcción sobre terrenos de dominio público como áreas verdes, zonas de salvamento y franja de separación marítimo terrestre, que limitan la contemplación, la conexión con la naturaleza, el ejercicio saludable y la recreación pasiva.
  • Que se respete el “Plan de Mitigación de Uso de Terrenos 2021”, preparado por planificadores al Municipio con fondos de FEMA, donde se establece el área del Escambrón como una zona de desalojo, propensa a inundaciones, marejadas y tsunamis. La construcción de otra superficie impermeable agravaría los problemas de inundación ya existentes.
  • Que el DRNA cumpla con su deber de proteger el litoral y considere la realidad del cambio climático y el aumento en el nivel del mar, como advierten los expertos.
  • Que se respeten y acaten las objeciones presentadas por la Oficina de Patrimonio Histórico Edificado (OPHE) del ICP al proyecto de estacionamiento. Tras un examen minucioso y por consenso de todos sus conservacionistas, se concluyó que: “El patrimonio histórico compuesto por el pórtico, las gradas y el Museo Biblioteca del Pabellón de la Fama del Deporte Puertorriqueño del Sixto Escobar no puede separarse del espacio abierto que ocupa la pista, ya que le da sentido al conjunto histórico.”²
  • Que el subdirector del ICP, el Sr. Freddie Vélez, se retracte de su opinión favorable al proyecto de construcción del estacionamiento, ya que ignoró la evaluación de los expertos de OPHE.³
  • Que se rinda cuentas al pueblo sobre los 1.9 millones de dólares asignados por FEMA desde octubre de 2020 para la rehabilitación del Parque Sixto Escobar, el parque de pelota y otras mejoras, y que el MSJ comparta públicamente sus planes para esos terrenos.
  • Solicitamos al alcalde de San Juan rinda cuentas sobre el gasto del municipio en el diseño y construcción de las nuevas edificaciones y se nos informe sobre el gasto público en que incurrirá la AAA, con el traslado y reconstrucción de la bomba de aguas usadas.
  • Exigimos a la OGPe lleve a cabo vistas públicas sobre terrenos de tan alto interés público.
